New proposals announced for migrant workers

The UK's Chartered Institute of Personnel and Development (CIPD) has announced new proposals for the employment of migrant workers.

According to reports, the CIPD has proposed that employers who wish to recruit migrant workers be permitted to pay for the employment of these workers once any quota limits have been reached, reports Personnel Today.

Indeed, it was revealed today that the existing quota system for migrant workers from Bulgaria and Romania is to be extended for a further 12 months. Both countries became members of the European Union on January 1st.

The CIPD believes that implementing such a process will help resolve any problems caused by skills shortages.

"It is clear that public and political concern about the costs associated with immigration at current and projected levels mean that some numerical limit is now inevitable," said John Philpott, chief economist for the CIPD.

"To avoid individual employers being hamstrung by labour shortages, any limit or quota should be accompanied [by permission] to hire migrants in excess of the quota," he added.
